How we work
The Center does not create demand artificially. It identifies and structures the tasks of the state, regions, infrastructure organizations and corporations and takes a solution through an eight-step chain. The result of each step is recorded in a document of an established form.

The showcase is not a state register or a tool for admission to procurement. It serves as expert navigation for customers.
Methodology and independence of evaluation
The maturity assessment methodology is approved by the Expert Advisory Council and published. Solutions of companies related to the Center’s founders or partners go through the same cycle with mandatory participation of external experts and disclosure of affiliation in the opinion.
The Center’s income does not depend on the outcome of an evaluation: payment is made by the customer or a program, not by the developer of the solution being evaluated. A partner’s participation in financing the Center gives its solutions no advantage in evaluation and is not a reason for inclusion in the showcase.
The Center does not set up its own laboratories: tests take place at partner sites and in accredited laboratories under contracts.
Partner roles
Partners take part in five legally separated roles. The role of each partner is set out in an agreement.

Foreign solutions and localization
Work with foreign technologies is organized as selection, adaptation and localization for confirmed demand, taking into account the legal regime, security requirements and component base. Three review regimes apply.
